Before trying any below-mentioned solutions, make sure youre connected to working Wi-Fi network. Sometimes due to slow internet connection, you may receive iPhone Activation required message or your iPhone could not be activated because the Activation Server is temporarily unavailable.
Why isnt my iPhone activating?
The activation server is unavailable this means that the server that checks to make sure your device can be activated is either down or the SIM card is unsupported and this means you have a SIM card that is not iPhone carrier SIM so activation couldnt be completed.
Solutions:
1. Wait For Sometime
If you are having the issue that your iPhone could not be activated because the Activation Server Is Temporarily Unavailable the first time, then wait for some time. Chances are that the servers at Apple are truly busy. It is better to wait for a few minutes before trying again.
2. Restart
You can restart your iPhone to fix iPhone Activation Errors in iOS 10. To turn off your iPhone, hold the power till the slider shows up and then slide it to turn off. Reboot your iPhone to try activating it again.
3. Check your Wi-Fi / Network

4. Fix iPhone Activation Errors using iTunes
If you still can't activate, here's how to activate your iPhone through iTunes instead:
Make sure that you have the latest version of iTunes.
Check that your computer has an Internet connection.
Connect your iPhone to your computer via the USB cable. Turn it off and reboot.
Open iTunes on your computer.
Wait while iTunes detects and activates your iPhone:
If iTunes shows, "Set up as New" or "Restore from Backup," it means that iTunes activated your iPhone.
If an error in iTunes says that the SIM card isn't compatible, contact your carrier.
5. Restore your iPhone device
Turn off your iPhone and then connect to your computer.
Open iTunes and then switch your iPhone on.
Restore the iPhone so go through the restore process
Once restored, try activating the iPhone again
However, you can only restore if you place your phone in restore mode by doing the following:
Hold the Power and Home buttons until the phone reboots and you see the Apple logo.
Release the Power button but keep holding the Home button
Release the Home button when you see the iTunes logo and the connector below it.
Plug phone into computer and restore through iTunes.
Note, you cannot backup your phone while it is in this deactivated state.
