1. Update your iOS version on the device
The Apple documentation states that there is a problem with iOS 13 might prevent the system from freeing up storage for you. To fix this issue, please update your iPhone or iPad to iOS or iPadOS 13.6.1 or later. Go to iPhone Settings -> General -> Software Update -> Download and Install
2. Turn off iCloud Drive
If you have an iCloud drive turned on on your iPhone or iPad, the iCloud drive may download many other iCloud data from your Mac and other iOS devices that have been uploaded because iCloud syncs. They takes up the iPhone disk space. Go to iPhone Settings -> Apple ID -> iCloud -> turn off iCloud Drive.
3. Reset iOS device and restore
First backup your iPhone or iPhone with iCloud or iTunes(Finder) on the computer. Then Go to iPhone Settings -> General -> Reset -> Erase All Content and Settings. And then restore the backup during setting up your iPhone and iPad process.

4. Clear Other data with iPhone Cleaner
The iPhone divides all iPhone data into some of the primary data types, such as Photos, Contacts, Apps, Message, etc. Other data that does not belong to these primary data types is collectively referred to as Other data. Different iPhones have different other data because of different usage. Next we use iPhone Cleaner to remove iPhone other storage data.
Download and install iPhone Cleaner on the computer, connect your iPhone device with the computer.
Run iPhone Cleaner and click Deep Clean Mode. And then click System Cleanup feature to scan and delete some iOS log files and crash files, Download temp files, photo caches, iTunes sync-failed files and more.
Click the Find Large Files feature to scan and delete big files and apps from the User Data and all Applications.
Or you can click Device Manage feature -> User Data to access iPhone file system to remove other data.
