After updating my iPhone 6S Plus to latest iOS 11, my iPhone no longer display a notification on the locked screen when received a text messages or other tips. And I check the "Do Not Disturb" is turned off, Settings > Notifications > Messages are turned on, and other settings is normal. I download the update- iOS 11.0.1, 11.0.2 and 11.0.3, the issue is still there. I tried many solutions and some part of them works for me.
Similar problems have occurred in iOS 10. The previous update on iOS 10 saw a lot of users argued that notifications stopped working just after they downloaded the new update. While some users complained of the push notification not working, others complain of no notification when a new message is received. First, Check your iPhone settings
1. Double check that you have disabled the do not disturb option.
If you have the do not disturb option enabled on your iPhone, it will stop your iPhone from receiving alerts or notifications when the screen is locked. It's very easy to disable the do not disturb option. Open settings, click on do not disturb, then disable manual if you have enabled it before. Or you can simply swipe the screen up from the bottom to bring out the control center feature and disable it.
2. Check the Mute Button on iPhone
If you observe that your phone does not make a sound when you have a new notification, check the left side of your phone to see if the mute button is on silence. Then change it to ring status.
3. Enable sounds and notification on iPhone
If you find that the message notification on your iPhone is not working, then open settings. Tap on notifications, enable notifications and display when the screen is locked. Then change the default sound.
4. Check to see if the contact's status is set on do not disturb
Ensure that you do not enable the do not disturb option for some contacts. Open the message app feature and check if a moon sign appears next to the contact. If yes, then you should disable it. Open messages, tap the info button and disable do not disturb.

This worked for me. Go to General, tap reset, reset network settings and enter your password. It will restart your iPhone, and you need reconnect the wifi connection and input the password.
2. Disable bluetooth on iPhone
Many iPhone users feedback that it works for them. Settings --> Bluetooth and disable Bluetooth
3. Turn on Recent Notifications
Go to Settings --> Touch ID & Passcode, enter your passcode, then scroll down to "ALLOW ACCESS WHEN LOCKED", turn on Recent Notifications.
4. Restart Your iPhone
Long press the wake/sleep button on your iPhone until you see the slide to turn off prompt. Then do as instructed. Wait for 1-2 minutes before putting on your iPhone.
